The coverage of international legal materials on the Internet is far from comprehensive -- and many of the resources are not available in English -- but there is a wealth of information available, much of which you will not find anywhere else as easily, cheaply, and conveniently as you will on the Internet.

International Court of Justice (this site for the ICJ -- also known as the World Court - gives the court's docket and cases along with other documents, research guides, and news)
International Constitutional Law (listing by country name; gives the constitutional and related law)

If you are looking specifically for foreign government web sites, try Governments on the WWW
For European language translations, try AltaVista's Translation Service (Babelfish), which lets you translate words, phrases, or even whole web pages into five languages. The translations are not exact, but usually come close enough to be understood!
